According to the latest updates in the search algorithm i.e, Mobilegeddon, Google will prioritise responsive websites. So if you doesn’t have a responsive or mobile-friendly website, it’s likely that you’ll see your mobile search rankings drop.

The most important part of that update text was: "while your website may be not mobile friendly, it can still be very responsive and have great content, so it will rank well".

    Conclusion - responsive website > mobile-friendly

If you had to choose, I'd take a truly responsive design over a mobile site any day.

Some of the frequent misconceptions about responsive and mobile-friendly websites are:

1.Only responsive websites work on mobile devices.
    2. Every website needs to be responsive.
    3. A mobile-friendly website is responsive.

A responsive website is one that responds based on the needs of the users and the device that they're viewing it on.

A mobile-friendly website is one that is designed to work the exact same way across devices. This means that nothing changes or is unusable on a computer or mobile device. Features like navigation drop-downs are limited, as they can be difficult to use on mobile
