I would like to know what exactly are the responsibilities of a webmaster.

And what are they paid in general for their work.

webmasters are not paid, we earn money from lots of different way off our sites.
responsibilities are to keep your sites up and running, or your money dries up. thats it.

The responsibilities are to follow the webmaster guidelines. You have to qualify to become a webmaster first before you get to know the webmaster guidelines. :D

I'm paid a yearly fee to manage sites for a few clients.
This basically involves doing immediate updates whenever they ask, and making sure everything is running smoothly. In other words, I don't really do anything :)
