Resources To Code My Own Web Development Application??

    I'm looking to write my own web design application, and I'm wondering if theres any resources or where one would start on something like this? I'm thinking I could use visual studio and write it in either VB or C++, but i just don't know.

    I can't find much information on this at ALL online... so does anyone else have any more information?

    To be honest, a real web design application.... however I suppose I could make it web based, I would just not want it to simply be a CMS, I would want it to be a complete solution, people that buy access can log into the system and get a top notch web development interface much like dreamweaver and those others provide.

    but in the case of application level programming, any resources? (language doesn't matter)
