Residential Mapping

I've been looking into residential mapping much like this example:

    http://www.google.com/enterprise/maps/eneighborhoods.html

Google is great, but the liscense required to run this sort of thing is a minimum of $10,000 from Google. This isn't too great, as the programming alone might even be an issue. An expensive mistake to make if it all goes wrong and I have to get a new programmer in (expensive stuff!!!).

The client does not have a massive budget for that sort of thing. So, I've also looked into this:

    http://www.kfh.co.uk/flash/base.html

They have a nice non-google mapping solution, but again the people that did this are asking too much! Agh!

Is anyone aware of reasonable budget solutions for a system like this? That links a database/search to mapping?

there are many of them that you can use, or you can make it your own. Most of the services are using Google Maps API XD
