I think Capcom has began to shy away from using numbers for their titles, but that's more or less what it is. The main character here is Grace. Her mother Alyssa was the reporter in the two Outbreak games. Those were the PS2 spin off games that Capcom put out in the 2000s, where you played as multiple civilians in Raccoon City, leading up to when it gets blown up. So it seems they have chosen to build the city again, thus a new viral outbreak may occur at some point. Although Leon Kennedy isn't seen in the trailer, Dusk Golem (the famous insider) seems to believe he is going to be the main protagonist truly.
