If create a simple notepad guide for anything, for example a game, to sell online would I have the right to charge people re-sell rights or do they not have to buy them?

    Thanks.

You can distribute it under any license you wish.

If someone were to resell it what could I do to them?

Have it in the license that they can not resell it unless they have your permission, which costs whatever you want to charge.

As long as it is in your disclaimer nobody can legally sell your work without your permission.

Because it was your products, you can sell it the way you like.

My suggestion is is to offer 2 types of license. 1 is personal rights license where people can use your product themselves and another one is to offer them resale rights license where they can sell resell your products. Charge them more if they want the resale rights license.
