Require a website designed and coded. Easy job

i require a site designed to be like twitter only anyone can post on the page.

I would like the site like this - http://en.blog.wordpress.com/2008/01/28/introducing-prologue/

Im happy for this to be made in wordpress etc if it can be done.

Basically visitors can post on the page, select the category it belongs to, add tags and post it.

Visitors can comment on these posts

Visitors can rate the post AND give it a thumbs up or down (agree/disagree)

I would also like visitors to be able to see the most talked about posts, being able to select today, week, month, all time most talked

Also Best rated post, again, today, weekly etc.

Would like a really nice, simple, clean design.
