Reporting un-delete-able links to google ?

    Dear friends,
    As we all know and it's happen to all of us, sites are drop from first or second page of Google to nowhere. Still indexed but not on first page anymore for the same keywords.
    I receive a lot of request to remove link from my site because I was applying link exchange on my site.

    On my side, my site also drop to nowhere because of this link exchange system, so I send request to sites owner to remove my site from their sites.
    But the problem is some of links are not removed from old link partners, for any reason (their staff is too busy to delete, the site still active but no person or staff manage the site anymore, etc).
    Can I tell google that some of my site can not removed from partners site ? Hopefully they can obey ignore from bad exchange site..
