what's the site url? where are they located physically?

the easiest route is to report them to their ISP. getting law enforcement to care is significantly more difficult. and close to impossible if they're in some countries.

You could report it in English, and hope that someone understands you. You could also use one of those online translation tools, if you can find one for that language. It's possible that they will also get the idea if you simply mention the url. I would recommend sending them an email with your report in English and the other language translated below.

Another thing you could do is request a translation right here. There are a lot of international webmasters on this board, I'm sure someone would be willing to help. What language is it you need?

there are entire sites or hacker networks out there well known to their hosts or even supported by their hosts

much greater are the chances to report an individual hacker using a regular ( reputable?) ISP in a civilised country with modern law.

else all you can do is secure your site - learn your site, KNOW your site - and make it hacker proof by all known means

cyber crime in US is easily reported if any US interests, ISPs, hosts, or companies are hit or used by the hackers - there are precise informations available how to report hackers.

most of the hackers activities is on NON apache level - hence system level - thus outside apache log to track.

if you hope that the site you found can be closed by the hosting company
    find out which host

    using Linux enter
    host xxx.xxx.xxx.xxx
enter the IP of the hackers-domain
this will show where that domain is hosted

    then go
    whois domain-name-of-host

to fine address of hosting service
use the email address published in whois
also use the following email addrfesses of the host
    abuse@
    webmaster@
    hostmaster@
and most likely one or several of them will work
a host in general will speak english as en is the www language.
    include facts, log files, proof
sufficient for th ehost to really act
no absolute proof no action possible

the only proof would be log files from hacked sites showing originating IP of ISP/host as source of all hacks
anythng else would be guess and gossip
