There probably is an editor already. but, it is going to be hard to become an editor. You would need a lot of proof to make you look like an expert in the subject.
We have over 200 editors who can edit anywhere and anyone named in a category further up the tree can also edit there, so even if there is no name on the page that does not mean there is no editor. But all editors are volunteers who can choose which area to work in, within the limits given to them by DMOZ and according to experience, and can also choose what resources they want to work with to build up any particular category, suggestions is only one source. We often do have more than one person named so that will not be a bar if you want to apply. What is much more important is the size of the category, INCLUDING sub categories, and should be between 50 and 100 sites listed. Any larger will be seen as being too big for a newbie and smaller not having enough scope. Read carefully the guidelines on applying and follow them.
