Rename the announcement

    People are not seeing that
    since the announcement title just states exchanges and VCC

    Rename it to "New rules must read!" or something

    your probably right, folks don't take time to read and these types of threads are still being posted. o well, in time it will catch on. ;)

    Like I have said before, I don't think there is a FONT big enough for some people.

    I did like that "pm everyone" idea,

    But then again with 100k + emails , gawd that would slow the server :)
