These are called debit cards. You can find PayPal debit cards in some stores in the US. These are auto-linked cards, suitable to be used with PayPal.
Look into Payoneer or MetaBank. They both have solutions for reloadable cards. I believe there are new laws about requiring a social to obtain these cards but I can be wrong. Its not credit based though.
yes they wiil however payal will reject the type of cards as verification. so you must have a physical bank account or They will unverified your account and limit your transactions. papal offer a debit card to retrieve immediate payment. and for the social yes it is federal law to require it

Yes you can get a re-loadable CC and add it to PayPal, but from my experience you can't withdraw money to the CC, only from the CC to PayPal funds (I have read that some Visa cards allow to withdraw from PayPal). I don't know why others are saying it won't verify on PayPal; because it will, just don't go for the cheapo online ones. Many payday loan companies offer these types of cards (Visa & Mastercard, and no you don't need a payday loan, you just buy the card then pay a small fee to reload it each time), even your bank likely offers a secured CC, which would work as well but usually require a deposit amount. As far as I remember, I didn't need to provide my SSN.
here is how it works, you can get a netspend green dot or any card with direct deposit available. This is because to verify with pay pal you will need a bank account and routing number accept the change they deposit, then verify. you should be all good you would think but when you make a few sales pay pal will be alerted to view and monitor your first few transactions. I do know for a fact that they never bother you when you are your own merchant, however when you go to ebay they will send you an email and un verify you and say meta bank is not allowed for verification.
