    Hello,

I am looking for a host with the following for less than $10 a year(no more). I do not use a lot of bandwidth as my websites are just static or php pages and graphics.

    1. Near 100% uptime (reliability is very impt)

Please show me proof of uptime as a lot of yearly plans have bad uptime.

    2. Email list capabilities

Looking to install the infinite responder script, and the host servers can send a hundred emails without crashing.

I do marketing via email and I need:
PHP 4.3 or greater (the 5.x series seems to work fine)
MySQL 4 or greater (MySQL 5 is highly recommended)
IMAP library is required for bounce and mail checking
    Crontab for scheduled mail sending

    3. Best to use cpanel

    1. Your budget is too low. Bandwidth isnt the only concern. 100s of emails per hour would cause cpu load & that is the main factor in shared hosting.
    2. Are they double opt-in subscribers ?

Do you plan to spam or the subscribers are opt-in?

Double opt in, of course, I am no spammer. My marketing techniques are legitimate.

Interesting comment. Trouble is that no host specifies in an accessible way what the cpu limit is.

For example if you have a phpbb on one of your $2/month account.
What is the maximum level of activity that will be acceptable?
What action will you take if cpu usage limit is exceeded (due to innocent reasons - eg. too many visitors)? Email site-owner or shut down the site?

    Hello,
It is hard to specify a particular cpu limit. Say, you are placed on a new server with few other clients. In such cases, we may allow you to burst to 50-60% cpu usage. But, if you are on a busy server, such cpu usage will cause slow speeds or even downtimes.

Same case with shutting down/notifying. If your site's activities are using high amount of CPU, but not causing downtimes, we will email you & try to resolve it or help you upgrade. But, in case of very high activity (or a DOS attack on your site), we may have to shut down (temporary suspend) or change your A entries to 127.0.0.1 thus reflecting the DOS attack to the attackers.

The $2 plan is prepared in such a way that you will run out of bandwidth before you max cpu usage, for legit traffic. Still, there may be some cases where you may cause heavy loads, without actually using much bandwidth, like excessive cron jobs with 1 min frequency, etc.

Setting a particular CPU limit is thus, not practical, only 24x7 monitoring of each server can help.
