Relevancy vs Pagerank

    Recently ive been backlink building for a while and a question came across my mind, which is better, relevancy or pagerank? Let me explain a little more in detail:

    Site A is your website, Site B is a relevant keyword to your niche with little or no PR (0-1 PR), and Site C has only high PR (4-7) but no relevancy to your niche whatsoever.

    Which is the best for your site? Would it be site B, which is in your niche area, but has 0-1 PR or a site with high pr but no relevancy to your keyword?

    my second question is similar, what if your building backlinks and only part of your keyword is on the site?

    For example, if I was building a backlink for Internet Marketer, but the sites specified keyword is just "Marketer" is this considered a relevant backlink?

    Apologies if this is in the wrong section, but it had to deal with Google so I put it here. I did some research and couldn't find anything that really talked about this, so im asking here.

    I would like suggest to you relevant keyword to your niche with little or no PR (0-1 PR) is better!

    I'd go for site B. It's not that bad if you want links coming from irrelevant websites with or without PR but relevant links are the best regardless of pagerank.

    For your second question, Google doesn't just consider the niche of the website solely on the website's keywords but the entire website itself. Even if it's just marketer, it is still marketing related - it may not be specifically close but it is still relevant.
