Relevancy is more important for your rankings. The toolbar PR that you see is old data so that makes it even less important but it is still a factor.
Matt Cutts has explained that Google wants to see how popular you are in your "neighborhood" (industry) so I would say relevancy is more important.
Relevancy is by far more important however with some internal sites i've noticed a sizable jump in my keyword placement within the SERPS after aquiring some very high page rank sites linking to me.
