I think that both are really important. I think PR and relevance is what people should focus on. You should have a high PR to get listed in your area and you should also be relevant because you want a site that people are looking for and maybe even return to. To me, every search engine takes relevance as number #1 and if they arent right now, they will in the future.
Ok I have a question. Lets say that you have hired a company to build links for you and relevant links are all used up. Realy, they are. There is over 50,000 links pointing to the site. We want to keep building links however we need to start using non-relevant links. Will this help us, hurt us or do nothing for us? What other suggestions does anyone have for us? Thanks in advance.
Relevence is much more important if there isnt much competition. The more competition the more PR will matter.
i have a problem on finding relevance page to make linking. Is like.. when all the relevance material from certain keyword of field is all your rival and competitor... do you all having the same problem like me? I need some guide from some pros...

I don't know that you could ever exhaust the possibility for relevant links. There must be forums or blogs on the topic that you could continue to build links from for one thing. If for some reason that I can't think of there is no way to build any more relevant links, then I would move on to less relevant but still somehow in the same "general" category links. If for some reason that is not possible, I don't see how building links from non relevant sources would "hurt" you unless you start wandering into the "bad neighborhoods" (blacklisted sites, links dumps, etc)
