Email confirmation should be required if your directory is free for submission,
otherwise for paid directories you can simply delete the submission links that have not yet finished the payment process.

( yes, in some directories email confirmation is required ) why !
you don't have to approve the link without review . so whats the use of the email conformation !
Some paid directories still asking for it, otherwise the link will not be active .

I see no problem with attempting to legitimize a site. This is one of many ways directory owners may choose to verify that the site being listed and the one listing it is real. Its an attempt to reduce spam.

These days everyone is annoyed of the spammers, and each site in its own manner try to keep a check on the spammers. Cause these spam bots feed crap and unwanted content to legitimate directories and try to make a fool of them. Thats why many directories have now introduced an email-verification checkpoint, just to validate their users.

Why not just use a good quality captcha? I rarely check the emails I use for directory submission. They mostly receive spam. All it takes is one unscrupulous directory owner and the email address becomes virtually useless.
