registration and hosting at different providers

    Does it cost extra to register a domain at say godaddy and host the website at another provider. M a newbie and not so familiar with it.

    No. They are happy to make money off your reg.
    Host it somewhere else by changing your DNS entries.
    Godaddy allows you to do this.

    Just make sure the hosting server supports your choices like database and programming language.

    In Godaddy you can use their DNS and create A record to point to your IP

    Thanks guys I have registered a domain at godaddy.
    Now please help me out over here...l I am planning a lyrics website with about 3000 lyrics initially. I would be using a database mysql and perl . What plan should I go for and which are some good hosting companies around. My budget is about 25$.

    If it's lyrics only, I don't think it needs large space. Your budget $25 is for month or for year?
