Regional Niche Duplication- Will it affect SERP?

I have a regional niche website for my wife's business. And it did well, it got to #1 for her specific keywords regionally. It's a service business so we only need regional functionality.

I was surfing the web, and found a duplicate website. I mean almost down to the T. The only thing they changed was the region name. Almost everything else was exactly the same. So for every mention of the city name, they substitued their own name. How will that affect the search engine rankings of my website for that regional niche, and how about the search engine rankings of their regional niche?

    Any ideas would be appreciated.
