Now a days, if you submit the same content in the articles it will work but in future this may be the reason of decrease in rankings. So my suggestion is not to use same web content on 2 different website. And most important blog writing and article writing are 2 different aspects. There is difference in writing structure.

As of me, you can use different content for doing article submission for your site. I am creating my profile in a list of web2.0 sites, with the content that is already present in my site. Does this helps in ranking my site keywords.?
Google will index duplicate content (especially if you give it enough backlinks) but it will pass more link juice if it is a unique article. I would recommend always using unique text unless you are intentionally trying to syndicate something (like a Press Release).
You should avoid every time to use the same content on different sites. It is duplicate content and google does not love them.
