Good grief, where are you buying your licences from? I can sell you legitimate SQL Server licences for a lot less than that.

SQL 2008 Developer Edition starts at around $80, and the most common SQL 2008 Standard 5 Cal version is about $1100 to purchase for office/personal use

You don't need a CPU licences for office/personal use unless you intend to have lots of different PC's connecting to it (I'm not including anonymous connections) and purchasing additional CALS is usually cheaper up to a certain number of users, and you're unlikely to reach that limit until you are a substantial size of enterprise. The 2008 Standard 1 CPU licence is about $6500, the Workgroup edition around $3800 per CPU, and the Enterprise version around $25,000 per CPU.

You CANNOT use these purchased licences for hosting. You will need to find a Microsoft SPLA provider who can lease you hosted licences on an monthly/annual basis which will be significantly cheaper than the purchased version (e.g. 2008 Std 1 CPU about $250 per month, or 2008 Web Edition for $20 per month but these licences can only be used for hosting not line-of-business applicatons)
