regarding EPN, what exactly is a tier 2 PPC ?

I have seen the latest email from epn regarding ppc campaigns, and I have read all the FAQ's, etc. My question is: what, by definition, makes a tier 2 ppc search engine?

I have gathered that Miva, and some others are tier 2, and Adwords, Overture, etc are not.

But what is the fundamental difference between these?

    Thanks.

Anything that is not adwords,YSM or MSN adcenter and any other website or search engine that shows ads from those networks (AOL, content networks for each, MySpace etc.)

Ok... so the only difference, technically, is that it is not adwords, msn, or yahoo?

no difference in the way ads are delivered, etc.?

    Thanks for the clarification.

I'm pretty sure they mean any search engine that is not one of the big ones like Google, Yahoo, MSN, etc.
I would say search engines like Ask.com would be Tier 2
