Refund

    HI,
    I am not Pay Pal member.I have remitted an amount US$12.49 by debiting to my credit card account through Pay Pal . The receipt number for this payment is: 4212-4396-7621-1895.The amount not reached the vendor.I do appreciate if you suggest me the procedure to be followed for obtaining the refund for credit to card account.

    without registering in paypal you can't send payment. How did you send them without signin to paypal?
