Referring to referral link

Say if I posted a thread about a site that can provide someone resources, i.e graphics.

Would it be spam to say, bla bla refer to my signature link for free graphics?

If you started the thread entirely to drive traffic to a site in your sig (any site), that would be spam. If someone asks a question (like "where can I find free graphics?), it wouldn't be spam to post in the thread referring them to the site in your sig if it's not a referral / affiliate link. Under no circumstances can you post directing someone to an affiliate / referral link in your sig - that would always be subject to an affiliate link infraction, as it constitutes "active promotion" of the affiliate link which is not allowed.
