Limit to one referral ad. If you place two ads, you may be causing annoyance to your surfers.

I'm not really sure, but I just use one referral ad in one page. Having two would create clutter in a page.

You're welcome to place up to three referral units on a given webpage. This includes referral units for Google products. We ask that publishers do not place referrals in emails, software applications, or pop-ups, as specified in the AdSense program policies.

I'm still not clear on the very vague statement on the referrals page about purchasing online advertising to promote referrals. Does that mean you cannot purchase online advertising to promote your page that has referrals on it? I believe this is likely why my AdSense account was recently disabled, however, this policy is very very unclear.

If you can't understand this simple english, you need help. Whats so alien in that language. Isnt it very clear. If you are promoting via any ad channel to drive traffic to your referral ads, its against the policy. So no PPC to drive traffic for your referrals.

I guess not.. You can always use Adwords to drive traffic towards your site where you are using Referrals.

You can drive traffic to your site through adword but should not participate in the PPC programs where the visitors are told to click on the particular ad / referral which is definitely against the google TOS
