Reduce the number of frames in a video file

    What freeware software can speed up a video file (for example, remove every second frame, or keep just the first one of any four consequent frames)?

    This will probably do it but I'm not going to download it because it's ~0.5GB.

    VirtualDub does it but not for wmv files.

    I found the answer - Movie Maker has an effect that does it. It's such a great software!
