Im doing this campaign and im ranking way top for everything. My CTR is around 11%. yes 11%, so google puts my ad for 300+ keywords right on the top

Im converting because im using longtail and exact matches.. like "buy a car in new jersey", etc, thats not my keyword but just giving examples.

Ok im payin about $0.22 a click on average, and I honestly would like to rank number 2 or even number 3.. Number 1 rank isnt getting me any sales at all, and i think im overpaying.. If i could pay $0.05 a click ill rather rank second or third..

So yeah how do i know how much to bid to get me ranked as second or third?

paying more is not a main factor anymore. ad quality score is very important.
lower your pay per click amount to 0.10 and prepare better quality ads.
you may pay low with high ad quality.
    work on CTR.

i tried bidding $0.10 and im the 4th ad in the page... as opposed to being way on top.. I mean at $0.22 cpc average i should just figure out how to convert them all to full sales

Sorry, but bid price was, is and will continue to be a "main" factor, if not THE main factor, in ranking.

xxweekxx - check out position preference options as well, may be helpful in your situation.
