Post your url and let people take a look at it. A Bad seo company could certainly get you penalized, or even de-indexed. This can happen if they buy links, use link farms, cloak text, use redirects, etc. How much you need to spend all depends on your site, the competition, and what keywords you are targetting. I actually know of an seo expert with many top 10 google rankings and one music related keyword that he got into googles top 10 thats searched between 3 and 5 million times a month. I see that some people are suggesting to get someone from India to do it. Just beware, some indians provide great services but there are a lot that will scam you. You basically create something great and submit it to social sites like digg and if it takes off you'll gain many backlinks. This has worked for me well in the past.
