I was going to mention VCM and Casale, but you've been declined from them. There is not many other good ones that I know of. What about the directmedia exchange thing. I think it's called something like that. It has cpx interactive in it and some others, although it's not the best paying and does have not so good banners as VCM and Casale.

Well TF, VCM, and CM are probably the best CPM networks out there, if you got accepted in TF then I don't see how you can't get accepted in VCM and CM. How many times and when was the last time you sent an application to VCM and CM? Did they gave a specific reason why your website was declined? Also, TF fill rates are not very good but they have the best (and most consistent) CPM rate. That's why you need 2nd and 3rd tier CPM network to fill the rest of your inventory.

Yes, try applying again, if you get declined and they don't give you a specific reason send them an email asking why your website was declined.
