You can't go wrong with Hydra Network and NeverBlueAds. They are two of the best affiliate programs to work with.

XY7.com pays will pay affiliates via PayPal once they have been a part of the network for 60 days. The first two payments you receive is via check.
You won't ever find a perfect network, join as many as you can and start to compare, most you will find only can get the best payouts for specific offers. Do yourself a favor and start doing the research once you join many and play them against each other that's what they do to the publishers with the offers. You'd be surprised how the payout differences are at the various networks. The same offer could be +/- 10% - 50% difference in payout at times.
