Reciprocal linking with contextually relevant sites works well but the site linking to you must be very closely related. Three way links are not worth much more because google can work out that they are three way links. We have achieved a lot with reciprocal linking from relevant sites but relevancy is the key!

IMHO, reciprocal link building is safe. Three way link building is some what risky. Mostly i found irrelevancy in three way link exchange. So i don't prefer to do three way link exchange.
First one way link is most important after it reciprocal and at last there way links. We should tray to get links on relevant sites because Google gives importance of these types’ links. If you will not do this then Google will not give any importance of your Back Links.
A mixture of the 2 would work fine, however if you can get one way links these will add much more value. Results can be achieved by using reciprocal and three way links but the time it takes is greatly increased.
Can't say which one is better because to me, both of them are more or less the same. Some might say 3 way links but nowadays google are smart enough to easily identify this type of exchanges so that won't bring any significant effect either. Of course what sets everything apart is one way link.
