Reciprocal linking is not recommended in SEO. because it degrades the very value of the linking process. always go for one way links. Although reciprocal links are approved quicker then one way links but google spider would think that the two parties have something mutual and nothing for the public

Can you be more specific how it will degrade linking?

Are you saying that Google's spider has brains?

Well, I have news for you.
That is exactly why people exchange links.

Remember one thing, the higher the number of links pointing to a page, the higher its rankings inside Google's search results. So instead of getting as much as reciprocal links, which will eventually end up having no value, look out for some one way links. The link juice is evenly divided for any reciprocal link and eventually the percentage of the value of such links is dissolved.

One detail that you need to keep in mind is that each link has a specific value, which is determined by the PageRank of the page
where the link is located divided by the total number of outgoing links on that page. For instance, if a page has a PageRank value of 8 and 4 outgoing links, each of those links will pass 2 points of "link juice" (the calculations on the algorithm are more complex, but this is the basic idea).
    Hope that helps ;)
