Do other directory owners who require reciprocal links find a majority of submitters still submit without the link even though it is required? Do you bother sending out email to these folks asking for the link location?

If they don't want to link to your directory in the first place, they're even more unlikely to do it if you annoy them with emails.

Most submitters don't bother to read the rules at all. You may also be getting automated submissions.

IMO this would be a waste of your time. What you need to do is get a script that checks automatically for the reciprocal link. If it isn't where it should be, then you can either reject the application or send it to the back of your queue (if you want to be lenient with submitters who may make typos).
