Those submitters are wasting both sides' time because everytime I checked paypal. Do you have same kind of situation?
I used to get lots of those but it's not bad now. I don't know why people do this...guess they think they can slip one by and get a freebie.
I get them too, only 3-5 per week. As you said it’s a waste of time as there just get deleted. Must think we are to busy or rich to check. Thanks Brian
i think most of these come from people using auto submit software i just ban the domain and ip then if they decide to pay later its tough
But I also had many situations where people were unable to pay for whatever reason. It happened to me many times as well. It is not always the case that they don't want to pay, although most of the times it is.
I got 6 such submissions so far in this month. Everything was fine, description, category, keywords..... two even added deep links. So I thought, he/she might got into some kind of problem during the payment so I even sent them a mail inquiring about it. ....... (got no response at all) Turns out to be a complete waste of time
Ever try sending an inquiry to see if they encountered any problems with the payment process? Include a link to the payment page; you might be pleasantly surprised. Don't assume that every submission that you receive without payment is intentional; the majority may be but let's not ignore the possibility that someone may have had problem with their submission.
Hello... You would be shocked if i told you how many try... But sometimes its good as i send them a notice requesting payment for the link submitted that was never recieved and 7-10 times they send ya payment and i approve the review if its a quality site... But i agree that its software as i contacted 4 submitters that did this and they all claimed the same source.. thx malcolm

I deleted two of them today. One was submitted yesterday --another today. I already have one e-mail template ready --that states why we are sorry for refusing the link
same here, both my sites got so many unpaid submissions in the past few weeks, its impossible to waste my time with these non-payers.
sometimes these happens by mistakes also! say you are on a free submit list, submitting manually a lot of sites, suddenly you get a paid one and with the flow you submit it there and end up on the paypal page that you close quickly! anyways, i got a few on my bid directory, not too many on other directories, but then it just takes a few seconds to delete, though i wait for atleast a week before deleting, wondering if the submitter pays
