PageRank could be a factor. Also, you probably wouldn't want to pay too much for a no-follow link, in most cases.
I'd say price is a factor, but you also have to be careful buying links from sites that are essentially bad neighborhoods.
There may be indicators on the website that you're placing your link on that it is paid, and you could be penalized by Google..
Of course the main reason is the cost, and that's why all those big site is listed good compare to small site
There is only one reason that needs to be known for not buying a link: it can get you penalised or - in cases of extreme link buying/selling - de-indexed. Why bother taking the risk for such a low value link?
Another reason for not buying a link: The website code reveals that it's a paid link--even if, design wise, the link looks integrated into the website. Text Link Ads are notorious for this. The link looks great until you check out the code and find the TLA widget.

I would say the foremost factor would be for me that it is quite useless. Except if the link is in a very good spot on a highly trafficked website, and in that case I don't mind the link being generated by javascript and invisible to search engines. I would buy a link for the real traffic it can generate and not for a lame attempt at manipulating search engines results.
