    Hate to tell you this but Adsense is what displays Adwords ads.

    Advertisers pay Google for Adwords Ads to be displayed via publishers, Google & its network, thru Adsense

    So publishers and Google earn Google money by displaying adsense ads..

    Seems publishers DO earn Google great revenues
