try to get high PR Back link as Google give more importance to high pr sites.
There are a lot of way to get BL as Link Exchange, Articles, social bookmarking and much more techniques you can use.

 

Build high pr quality back link and it should be theme based.

 

IF your site contains 3 PR than you have to put your link in those sites which have more than 3 PR, This is the best way to increase your PR.

 

What do you mean by theme based? Is it similar to "niche"?

 

PR is only from links, for specific, only good links, and only google know what is good links for you.

 

I would probably recommend submitting articles to top article sites, blog commenting, social networking and social bookmarking to be the best ways.

Directory submission, article submission and blog commenting are the most commonly used methods... but I agree that the free links often land up on a PR0 page and so... unfortunately, buying is the only valid and quick option!

Rightman is right on! It's very difficult to get a high PR link. If you can find some blogs that are PR4+, your comment only shows
on the permalink page, which might be a PR3, at best. That's not too bad, but you will need hundreds and maybe thousands of
those to really make a difference. If you really want high PR links, you need to hang out with people that know how to find them.

Maybe some sort of private club or organization. (hint).
