Reading title and description metadata from image

I need to read metadata from an image. At present I'm concerned about the title and description fields. Is there a way to read this information from a jpeg image?

If php can't do it, can I do it in javascript?

If I can't read either of these fields, are there other exit or iptc fields I CAN read that are text and big enough to put a title and description in ?
