ReachLocal, Oxata - cheating company?

This story about very unsuccessful cooperation with Reach Local (Reach Local Russia).
We paid money and now Russian division of Reach Local (Oxata Company) is not available and no more exist as I understand.
In August 2014 manager of Reach Local call to us and ask for cooperation with one of our web-shop (лювак.рф). We discussed that it isn't interesting for us, but may be they can promote another our web-shop - Elitnie-Chai.ru. We asked for details. Manager of Reach Local Russia said that ReachLocal already have success experience in promotion similar web-shop - 1coffee.ru. She said that details we can discuss on meeting. We made meeting. On this meeting 1) Manager of ReachLocal forgot which web-site we want to promote and 2) As we knew on meeting they never promote similar web-sites (like 1coffee.ru or other).
Despite it we agreed to have cooperation with internet-marketing promote Elitnie-Chai.ru by Google.Adwords. We had agreement that average cost of click should be 5 RUR and maximum 15 RUR. On 5th of September 2014 we transfer 68 998,14 RUR to Reach Local Russia according to invoice (it was about 1 900 USD). One week after start company we saw that average click was about 20 RUR! It was not maximum, but average cost! And activity of users on our web-site was really very very low.
They made some corrections and after it average click was about 15 RUR (it was still like 3 times MORE than we agreed before payment). And activity of users was still very very low. And there was very very small traffic (like 12-15 times less then they promised) We spent about 7000 RUR and had only one sale for 1450 RUR. Cheating? Again? Advertising company in Google.Adwords was frozen for discussing time what to do next. We asked for money-back. After a lot of discussing with CEO Reach Local Russia (Murad Mordukhay) their web-site www.reachlocal.ru disappeared (you can see on screenshot). Phones not answer. Nobody called us. We contact with Oxata company in Amsterdam directly (Oxata is owner of Reach Local Russia).
I phoned several times to Oxata (reachlocal.nl) on this week and each time people said that somebody will contact me asap. After one week calling other manger from Reach Local called to us and said that now is going on bankruptcy process and other information will be next time.. Well... If you have money on your AdWords account and login information from account you can cancel it and get money back on your credit card.

 

We can't because Reach Local used their own account and they didn't give to us any AdWords login information

 

That`s cheating.
In Google partner agreement is stated you have to give access to customer to his AdWords account and once monthly to send analysis if you want to stay Google partner.
