    I am thinking of reaching out to European companies that offer software or SaaS technology, Internet-based solutions and/or services with an offer of my own. Would like to learn about any free or low-cost advertising options, forums, etc., to reach these types of organizations.

    Did you try finding a list of existing saas startups/companies similar to this one: http://www.eu-startups.com/tag/saas/ and just contacting them directly? Most of them would probably have Linkedin profiles too. Time consuming - yes. At least you're not going to flush money down the drain.

    Yeah, that is probably what I will end up doing. I did find Europages, which I may explore a bit before I dig into linkedin.
