I asked the lady at the mall if I could re sell them online and she said it was illegal. I wonder if I could sell a product (like an E-book) and give a free gift card for buying it. Would that still be illegal? I think it's retarded that you are not allowed to re sell them.

I don't think its "illegal" to sell them online especially since Visa is selling them from their site. Perhaps they frown upon the practice due to potential fraud implications, but that dosen't necessarily make it against the law. Theres even a few auctions up for them on eBay now, and we all know of eBay's stand on illegal merchandise...
An interesting sidenote is that apparently VISA gift cards and the such are becoming much more popular for drug deals and the such. It's a lot easier than carrying large amounts of cash and just as untraceable.
