When a host is offering Linux or Windows it is referring to the OS of the server your site will be hosted on. Your own computer does not need to run the same OS as the server. Generally, you should go with a Linux host unless your website is based on Microsoft technology and needs ASP, asp.NET or MS SQL database hosting.

http://cheapvps.co.uk is very reliable - I used them for 2 months, and had 0 downtime or problems with them. And their prices are some of the lowest in the market. As ASPkit said, most normal websites, .html / .php will run fine on a linux server.
You must decide what kind of programming language that you will use. If you use PHP than you choose linux server, if ASP you must use windows server. I use http://www.backycorp.com/ so far so good. 0 downtime and good support.
dude, never go for windows hosting unless you need asp and MSSQL desperately. As long as your are fine with php and mysql, go only for linux. jaguarpc is a good place to get vps cheap. Get vps with centos. Ubuntu may sound flashy as its developers are a noisy lot, but its only good for the desktops.
