Re-inclusion (and this sub-forum)

Hi folks, two questions:

1) how can I request Google re-inclusion? I went to Webmaster central -> Tools, but there's no re-inclusion link. Does that link only show up for banned sites? [ The problem, of course, is that site:my-site.com returns zero results. ]

2) is this the appropriate sub-forum for this question? The description ("THE search engine. This is for discussion about Google as a company, not for discussion of individual sites") seems to suggest it's not -- yet I found no other appropriate sub-forums, and I see lots of topics like mine. So I believe the description of this forums should be clarified or expanded.

It's interesting that there is no reinclusion link in the place suggested by the Google Webmaster Central help page...
