BORING! Try again from scratch. It looks just like a spam page. It's dead, not inviting, or attractive. Pick a good color scheme not something random, And the logo is bad, too similar to background color. A good check to see if the colors are contrasting enough is to put it in grayscale and look at it.
The site is not bad, I think you should get a professional logo and add some graphics and some more colors into the color scheme of the site.
I think you should be more presentable, when i saw ur website first time, didnt even get through what yr website is upto. but anyways, improve ur design and get a nice logo done.
Ur design is Simple N Clear..Jst wht is necessary... But maybe u cud add some colour to make it more interesting.. like add a colorful department logo, an animated e-mail icon or even a nice background graphic... Most visitors should have a clue what's available from this site.. But If you want to add Java applications, animations, sound files, video clips, and even background graphics to your pages, make them optional. Don't make your visitors automatically load a home page that is overloaded with lots of noncritical elements. Viewers with slow modem connections will especially appreciate the opportunity to not view everything on your pages...

I think this is coming along nicely. The only thing I would mention is your content section is a bit wide for readability. You may want to add a side bar on the right ( for ads or optional content or alerts). This will reduce the content area and make it easier on the reader. Just a thought. Good luck
