    We have worked on Rapidtime.net and FilesTG.com which are similar projects as what you want. These sites may not be working live because of no accounts or bandwidth. The cost of your script would depend on the modules you need, i.e RS, MU etc. Please be specific with your requirements.

    Sorry to ruin a sale here but you could have a look at rapidleech script, it's opensource and free. It's the script i'm using for the site on my signature.

    and best of all that site is even sellable... :)
