Do they have a phone service? You might threaten them with some bad reviews on public places (granted, this sounds like one already).
If they are not answering your tickets then it means either they are sleeping or they are simply ignoring you. Maybe they are unable to fix your issue thats why they aren't answering. Check if they are answering tickets of other customers
I dont have access to that, but I just need the max upload filesize php.ini value changed from 2M to 8M
probably why they aren't answering just change hosts... obviously they aren't that great from what you say
