I think effectiveness is not about the techniques that you are handling it's all about where you are getting the links from.
In my opinion the following ranking is more effective: 1. social media marketing 2. Short blog posts 3. Forum posting 4. Press release 5. article marketing
Your best bet for SEO is on-page optimization. Using appropriate h1 tags, alt attributes for images, lots of content, repetitive(but not tooo repetitive, keep it looking normal) keywords within your content, bold keywords, title tags, the list goes on and on.... If you are trying to optimize your site for search rankings the key is to give the spiders what they are looking for. Your SERP is determined by Google, and other search engines, algorithm.
