rank checker automated tools ?

    I am sure many of you have used or heard about WEBCEO . I was just reading - http://www.google.com/support/webmasters/bin/answer.py?answer=66357

    It says, you SHOULD NOT use automated tools or google will ban them .
    How on earth is WEBCEO still exist.. why are they not banned yet ?
