I assume you know that this number is not static and keeps changing. AdWords is based on an auction-like mechanism, so CPC is not expected to remain stagnant. In fact, I checked right now and found that the CPC was neither 1.11 nor 0.67, but 0.95 (see image attached). When you check, that might have changed. So, did you want to bid on this site?
