Rank 1 even with minimum bid

Yesterday i was changing the bids of my keywords, at that time i realized that Google has changed the required minimum bid for one of the keywords from 0.01p to 0.09p

Quality score = "OK" and CTR is "6.01%"

So i changed the max cpc to 0.09p, however at 0.05p my keywords ranked at 3rd position and now at 0.09p the same keyword is at rank1.

So Google is charging me minimum bid same as the bid which is required to stay at number 1

Its like Google forcing me to place my keyword at number 1.

and I'm bit confused about the whole scenario as I believed that if ur CTR is good, Google charge u less

Adwords bidding is dynamic as every day no. of advertisers increases-decreases & there bids/budgets so no static bid works for long time.

Older accounts are grandfathered into the payment system. Don't cancell that campaign unless you have to.

Min bid quality score and ad position quality score are different things (calculated differently and are not directly related). I always wonder why people go to DP before reading the official help files. In exchange for explaining this to me, I will point you to the help file I found for you:
